Three different kinds of controversy, not one

These ten controversies aren't the same category of problem wearing different decades. Qatar 2022, Brazil 2014, and Russia 2018 are about the human and financial cost of building World Cup infrastructure — worker deaths, displacement, budget overruns that dwarfed prior tournaments. Argentina 1978 and Italy 1934 are about a host government using the tournament as state propaganda while FIFA looked away. South Africa 2010, Germany 2006, and the corruption web tied to the USA 1994 bid are about the vote-buying and bribery that got hosting rights awarded in the first place.

Keeping those three buckets separate matters, because the fixes that address one don't touch the others: independent bid audits address vote-buying, but do nothing about labor law enforcement in a host country, and nothing stops a government simply refusing to award hosting to an authoritarian state in the first place.

What changed after 2015 — and what didn't

The 2015 US indictments, which grew directly out of the corruption trail connected to the USA 1994 bid, forced FIFA to restructure its bidding process — evaluations became more public, and the vote shifted from a small executive committee toward the full FIFA Congress. That reform addressed the vote-buying category cleanly.

It did nothing for the other two categories on this list. A transparent vote can still be won by a state with a documented human-rights record, because bid evaluation criteria never weighted worker treatment or political freedom as disqualifying. Qatar's selection is the clearest sign that the 2010s cleanup fixed the process's honesty, not its priorities.
