Steam's Top Sellers chart ranks games by gross revenue in the period, not units sold, review scores, or concurrent players — which is exactly why a heavily discounted older game and a full-price new release can sit side by side on it. A deep discount can move enough extra volume to out-earn a pricier new release, while a big-budget title at full price only needs a comparatively small slice of its eventual buyer base to show up in a single week's revenue to chart high. Bundles, editions, and season passes tied to the same base game are also counted as separate entries, so it's normal for one title to occupy more than one line on a given week's chart.

Because the ranking resets on a rolling window, a title's position here reflects one week of buying behavior — often shaped as much by a sale, a marketing push, or a fresh content drop as by the game itself — rather than a durable judgment about quality or lasting popularity. The same chart a month earlier or later would likely look substantially different even for games that haven't changed at all.
