The AI opponent literally never moves from the starting line, you can phase through solid buildings, and reversing accelerates your truck to infinite speed. This game scored a 0 out of 10 from GameSpot, making it the lowest-rated title in the publication's history. It's so broken that it outperforms #2 in sheer incompetence, lacking even a functional finish line in many versions. No other title on this list achieves such a complete failure of game design.
