Midway's 1992 arcade fighter featured digitized violence so extreme that it triggered 1993 congressional hearings led by Senators Lieberman and Kohl, who cited over 2 million units sold to illustrate the game's reach. The ESRB now rates over 1,500 games annually, a direct legacy of those Senate hearings.
